Human Men in Black vs. Extraterrestrial Men in Black

While it seems apparent that some of the MIB who approach and harass UFO/extraterrestrial experiencers are government agents, it seems other MIB that get sent after people are from out of this world. Also, is the government secretly helping to prevent alien abductions?
