Executive Order: Further Exclusions from the Federal Labor-Management Relations Program
On August 28, 2025, President Trump issued an Executive Order expanding exemptions from federal labor‑management relations requirements for agencies with national security responsibilities. Citing authority under Title 5, Section 7103(b)(1), the order determined that collective bargaining rules cannot apply to certain agencies without compromising security. Newly excluded entities include Bureau of Reclamation hydropower units, the International Trade Administration, the Patent and Trademark Office, NOAA’s National Environmental Satellite Service and National Weather Service, NASA, and the U.S. Agency for Global Media. The order also extended deadlines for related actions by the Departments of Defense and Veterans Affairs, included severability provisions, and emphasized that it creates no enforceable rights.
