As part of a larger discussion on how Michigan pays for stuff, Craig speaks to Wayne State Law Professor John Mogk about a lawsuit he has filed on behalf of the group "Taxpayers for Michigan Constitutional Government".  The suit alleges that the state of Michigan has been shorting local governments on revenue sharing payments for two decades, totaling billions of dollars.  If the Courts agree, Michigan could face a serious budget dilemma.
