Will The Fed Be Subject To A Full Audit?

The US banking system could face some big changes if the Fed is subjected to a full audit. Right now, the Fed receives regular audits from the Government Accountability Office (GAO), but its foreign transactions are exempt from audit. If so, what could be the fall-out?
