Brazil’s relatively successful effort to vaccinate 75% of its population has been achieved largely despite Bolsonaro, not because of it. Not only has he been consistently against all measures against Coronavirus, Bolsonaro has actively sabotaged multiple vaccination attempts. It puts him in a minority in his own country, pitting him against activists and former allies. But is it incompetence or deliberate malice?
