While opposed to the bombing, Trump does have the power to conduct attacks of this nature.

Folks questioning this action by President Trump and calling it constitutional need to remember that Presidents as far back as JFK have done things of this nature without authorization from Congress, the president has some authority to do this. See Iraq and bill clinton, Obama and Yemen etc.
