Intelligent Communities like Espoo (Finland), Dublin (Ohio, USA), Eindhoven (The Netherlands), Tallinn (Estonia) and the current Intelligent Community of the Year, Winnipeg (Manitoba, Canada) are no longer just “smart cities.” They have gone at least one level higher.
