The Texas Compassionate Use Program (TCUP) is meant to provide safe access to cannabis for Texas patients. The only problem is, the list of conditions that qualify a Texan for the program is extremely limited, and FLOWER is NOT an option in the state.  Even with qualifying conditions expanding to all Cancer patients and those clinically diagnosed with PTSD, millions and millions of Texans are left with nothing but prescription pills.
