In his first letter, Peter writes to the church in five Roman provinces, which were suffering terrible persecution and had been driven out, forced to live in caves. Here, Peter seeks to strengthen the Christians by reminding them of their standing before God and what God has done for them through His Son, Jesus Christ. Peter reminds the people that they are special in the eyes of God because He has chosen them; therefore, God will sustain them and give them the strength to overcome. They would experience His grace and peace like no other.
