The emancipation proclamation was read by president Abraham Lincoln on September 22, 1862, and was effective as of January 1, 1863, but for two years after Texas still held slaves. On June 19th 1865 in Galveston Texas, union soldiers led by Union army general Gordon Granger announced federal orders that all slaves in Texas were free.
