A. Application to Our Conduct — 12:1-21

B. Application to Government — 13:1-14

1. Public Obligations — 13:1-7

a. Be obedient to governing authorities (v1a)

b. For all authority is appointed by God (v1b)

c. Resisting the government, is essentially resisting God (v2)

d. Do what is good and you will have no fear (v3)

e. Rulers are God’s servants for good (v4a)

f. If you do bad, fear, rulers also serve God as an avenger (v4b)

g. Do good to avoid wrath and keep your conscience clear (v5)

h. Pay your taxes (v6)

i. Pay to all what is owed to them (v7a)

j. We are to give back to everyone what is owed (v7b)

2. Private Obligations — 13:8-10

a. Loving each other fulfills the law (v8)

b. Loving each other fulfills the commandments (v9)

c. Love is the sum total or fulfilling of the law (v10)

3. Personal Obligations — 13:11-14

a. Your glorification is near, so live like it (v11)

b. Because the day is at hand (v12a)

c. Cast off old, put on the armor of light, walk properly (v12-13)

d. But put on the Lord Jesus Christ (v14)

C. The Law of Liberty — 14:1–15:13

1. The Problem — 14:1-3

a. Don’t quarrel over things not commanded or forbidden (v1)

b. Meat or only vegetables? (v2)

c. God has welcomed both! (v3)

2. The Principle of Freedom in Christ — 14:4-13a

a. All believers are servants of Christ, so don’t judge (v4a)

b. The Lord is able to make His servants stand (4b)

c. Each one should be fully convinced in his own mind (v5)

d. Both are honoring the Lord and giving thanks to God (v6)
