How do I build my partner's trust in me?

We had been dating for only a few months when my ONE fell on bad times. 
His injury was causing him to be unable to stay caught up on his bills.
He needed someone to help manage the money he’d saved up for a crisis—a true rainy day—such a day like the current one.
I saw he was becoming desperate for help and knew I had the ability to handle the job. But I had been staying quiet on this point; letting him reach his own decision. 
He needs help. What should I do?
