In other words, if you want to avoid the endless cycles of legislative squabbles, focus on the reforming the culture shaping institutions which form the hearts and minds of our people. Legislation is critically important, but lasting change comes through institutional reformation. This is exactly what President Trump as been doing. He's changing the leadership of the Kennedy Center and demanding a comprehensive review of Smithsonian museums to reflect the enduring values that define the American story while removing partisan narratives which seek to divide us as Americans.
