Deuteronomy 25 What is the significance of 39 lashes?

In Deuteronomy 25 we have “various” sundry laws. One that is particularly interesting is to not beat a criminal with more than 40 lashes. This comes into the New Testament with the Apostle Paul and likely Jesus.
