Commander Seraphiel - Demands Jersey City End DEW Use on Citizens

Commander Seraphiel of the United Dimensions Peacekeeping force speaks regarding the interdimensional illegality of the Jersey City Governments Directed Energy Weapons which have been open fired in downtown Jersey City at private citizens.    Commander Seraphiel issues a directive to peacefully disarm by August 1 and stop firing at Intraface's housing/office, or be peacefully disarmed by the UD.   

Who is Seraphiel?
