Vision develops through the favor of those in authority. God wants to give you something to do, but there are very few things you can do by yourself. It always requires the cooperation of those in authority in order to accomplish something great. Anyone who sees the fulfillment  of vision has had to receive favor from some human authority. Nehemiah found favor in the eyes of King Artaxerxes to accomplish his vision.
