Pamela Herd and Donald Moynihan are authors of Administrative Burden: Policymaking by Other Means (Russell Sage Foundation Press, 2019). Herd is a Professor in the McCourt School of Public Policy at Georgetown University; Moynihan is the inaugural McCourt Chair in the McCourt School of Public Policy at Georgetown University.
