In 2014 Michael Beloff QC, Chair of the Ethics Commission of the IAAF, appointed The Right Honourable Sir Anthony Hooper is to investigate four individuals whose conduct in relation to the Russian marathon runner Lilya Shobukhova was alleged to be in breach of the IAAF Code of Ethics. He finalised the report in August 2015 and the individuals have subsequently been sanctioned by the IAAF Ethics Commission.
