A new storm is developing in the Southern Plains and we have severe weather risk East Texas into the Lower Mississippi Valley Thursday. Rain moves to the Ohio Valley, Northeast and Northern Mid Atlantic with snow Upstate NY and interior New England Friday into Saturday morning.
