In a second amended complaint filed in late 2023, six women identified as Jane Does accused the Government of the United States Virgin Islands (USVI) and several current and former officials of enabling Jeffrey Epstein’s sex trafficking operations. The plaintiffs allege that Epstein exploited the USVI as a "safe haven" for his crimes, utilizing his private island, Little St. James, and a network of shell companies registered in the territory. The complaint asserts that local authorities, including former Governors John de Jongh and Kenneth Mapp, former Attorney General Vincent Frazer, and Delegate to Congress Stacey Plaskett, either turned a blind eye or actively facilitated Epstein’s activities by granting him favorable treatment, such as tax incentives and lax oversight, in exchange for financial contributions and political donations .​
