What is a HOA and Why are They Developed?

What is a HOA? HOAs, or homeowners associations, and P.U.D. , or Planned Unit Development, are groups of people who own property in a certain area. The main purpose of an HOA is to maintain the common areas and enforce rules about how the properties should be used.
