The Reagan presidency left the black community in the mud as the, "war on drugs," translated into a "war on people" with families & communities ripped apart. Ghettos & marginalized communities that black & brown people filled lacked opportunities & so in turn this left the nation in the mist of a power struggle added because our government was moving with the agenda to dismantle communities of color, they became blind to how to properly treat them. While the Clinton administration promised one thing, he in the end fell flat on his face.
