In the Garden, Adam and the woman had dominion, but when Adam disobeyed the instructions of the Lord he surrendered all of his God given authority and dominion to Satan.
Satan became the god of this world. Jesus came to redeem mankind from Satan's control.
Man was given free will. If a man does not choose Jesus, by default he remains under Satan's control.
