Youtube has admitted now to a policy, which applies to videos that flirt with violating the community guidelines but ultimately fall short, which aims to limit the promotion of those videos through recommendations. In other words, Youtube will punish videos that do not violate its own TOS but even' comes close'. Youtube has continued to move the goal post for what independent content creators must do to conform to increasingly arbitrary and ultimately nebulous and subjective guidelines.
