Our research investigates decision-makers' motivations for adopting blockchain technology (BCT) in government settings, acknowledging its inherent complexity and uncertainty. Employing a grounded theory approach with semi-structured interviews, the research identifies knowledgeable stakeholders, a strong business case, sufficient resources, and a supportive environment as motivators in the pre-adoption phase. Conversely, uncertain project continuity, limited legislation, and internal regulations are highlighted as demotivators. The study offers unique insights by combining theoretical perspectives with empirical data, emphasizing the specific challenges and considerations of BCT in the public sector.
