Merged Local Governments (Mark Sweetman)

Idea: There are too many tiny communities (Grosse Pointe Farms, Grosse Point Shores, Gross Pointe Woods, City of Gross Pointe) which each have to pay for their own local government services, like libraries, fire departments, etc. which could easily be shared between neighboring communities.
