On October 16, 1991, a gunman drove a pickup through the window of a Luby’s cafeteria in Killeen, Texas, and in roughly 12 minutes killed 23 people and wounded more than 20 others. The massacre shocked the nation and set in motion political, legal and cultural changes in Texas — from an anguished survivor’s fight for concealed‑carry reform to shifting state policy that helped make Texas among the most gun‑friendly states in America.
