Didn't realize that this week isn't Shekalim, Shekalim is the Shabbas before the first day of the Second Adar. This year has two Adars, and this week isn't Parshas Shekalim.
However:
The Rebbe said that because the setup of each year is by Divine Providence, the setup of each year has the status of Torah and the lessons from one year are for every year. (On a year that has the same setup, there is more of an emphasis on these lessons in this class but it's a lesson for other years too. I wonder if the first Adar is also somehow connected with Shekalim, perhaps the language "On The First of Adar (albeit Adar 2), the Court Announces that everyone must give Shekalim" does mean that there is a association.
