In September 2018, Timothy J. Healy joined ID Technologies as Vice President of the Operations Branch. Prior to IDTec, Mr. Healy served as President of Ikun, LLC, from February 2013 until September 2018. Ikun is focused on serving the Department of Defense; Department of Homeland Security, Federal and State Law Enforcement, and Intelligence communities.
Mr. Healy served as an FBI Special Agent from 1986-2013. Prior to his retirement, he was assigned Director of the Terrorist Screening Center (TSC) from February 2009 until February 2013. The TSC was established by Homeland Security Presidential Directive 6 (HSPD-6). Its mission was to consolidate and coordinate the U.S. government’s approach to terrorism screening and facilitate the sharing of terrorism information that protects the nation and our foreign partners while safeguarding civil liberties. Born out of the events of 9/11 the TSC maintains the U.S. government’s consolidated Terrorist Watchlist which is a single database of known or suspected terrorist, the No-Fly list is a subset of this database.
After completing the FBI Academy in Quantico Virginia, he was ordered to Salt Lake City. He served there from 1986 to1997. He was assigned to a three-man resident agency and worked variety of criminal violations to include all types of white-collar crime, telemarketing fraud, bank fraud, bank robberies, fraud by wire, murder for hire, and murder on government reservations. In 1989, he initiated Operation Disconnect, which was a proactive telemarketing investigation that eventually included 15 field divisions and culminated in the successful conviction of 402 fraudulent telemarketers. In 1995, he was awarded the Attorney General’s Award for Exceptional Service for serving as the primary undercover agent on the Montana Freemen case.
In 1997, he was promoted to the FBI Headquarters Economic Crime Unit (ECU) as the telemarketing program manager. While in ECU he conceived and initiated Operations “DOUBLE BARREL”, and “CANADIAN EAGLE”, both operations addressed telemarketing fraud in the U.S. and Canada. In 2000, he conceived and initiated the Internet Fraud Complaint Center (IFCC) and was promoted as its first unit chief. During the 9/11 crisis, he directed the IFCC staff to develop a webpage to receive online tips from the Internet, that operation was later adopted by FBIHQ, as “Submit a Tip” to the FBI. The IFCC received the Excellent.gov Award. In 2002, he transferred to the Baltimore Field Office as a supervisory special agent, where he supervised the Innocent Images Squad and, later, a Computer Intrusion Squad. While in Baltimore he developed a software system to track suspicious activity. It was called the Baltimore Terrorist Tracking System (BATTS), and was later adopted by FBI HQ, now known as GUARDIAN.
In 2003, the FBI Director assigned him to stand up the new Terrorist Screening Center and was later promoted to deputy director of the TSC responsible for Operations, Administrative, and Information Technology Branches. For his efforts at the TSC, he received the Director’s Award for Outstanding Information Management. In 2006, he was designated assistant special agent in charge of the Washington Field Intelligence Division and was designated as the special agent in charge of the division in 2007. In 2008, he was designated deputy assistant director of Law Enforcement Targeting and Response Branch within the Directorate of Intelligence.
