Choice: Out of Choice or Fear

In my head I have always debated about one thing. Does the environment of a person matter in their development or it’s the person? 

When we make a choice, conscious or unconscious, there’s a gamut behind making that choice. So the question is, do you make choices out of your choice or out of fear? Is it the environment or is it YOU who can create?
